I have seen plains of rubble and ruin, houses and bases that look like they belong in your first single player world, and grief damage that is so old logblock doesn't even remember when the damage has been dealt.
Not all builds outside spawn are bad such as LucidFlight's kingdom to the north which any can visit and feast their eyes on its grandeur. I believe spawn is only used for convenience, its been taken advantage of for a long time.
I propose having the only exit from spawn be the random teleport pad. New players usually take it to find a location for a base. Unless you are old school and want to walk the land to find a suitable spot, but why?! Its such an outdated way to find a place now.

Welcome to a public SMP's spawn. It's going to become a mess after years.
I'm against only being able to exit spawn through a TP pad. That defeats the entire purpose of anything being located near spawn, such as the portal to the nether roof shops, Frank's (now dead) shop, Lucid's area, Teapot's public farms tower, snack town, kitty's villager trading hall, the shopping district, etc. All it would be is be a kick in the balls for some situations and a lot of people. It doesn't help anyone.
If you don't want people to notice there's an RTP pad they can use so that they don't wander off and waste their time, just make that more clear instead. No need to limit people.
And if you don't want spawn's surroundings to be as ugly, go ahead and prettify it. It's been done before for the old spawn.

The portal to the nether, basic public farms, and a villager trader hall can all be built in its own area in spawn. I don't want the new players to see all the grief outside spawn, it just shows its ugly side and I don't like that. If Simplex started with this idea that damage could be more spread out throughout the world unnoticed until found again. It wouldn't be in a concentrate place outside spawn, easily accessible.

Yeah nah. That's' hiding the issue and kicking people in the balls. Start a spawn restoration project if you don't like it badly enough to think this is a good solution. Even if it was done this way from the very beginning, you'd still be taking away a big part of spawn being spawn.

Hi it's me again. I still exist. I agree that the builds around spawn are a mess. At the same time, I don't think that a tp pad exit is the best solution. I do believe that it's a possibility though. I don't have a solution of my own, I just wanted to share my opinion. If this were a different thread,I'd probably say just make a new world. But this isn't a different thread, so I won't. 👍

I think a solution to new players not wondering and building new things around spawn is to move the wild tp pad to where it says WILD (path to the right of the pad hut)
