Fixing Phantoms

I think no is my answer at this point in time. Most of the time players spend on the server will be in their claims, or mining underground. I'd support this in worldguarded areas though, but every single claim on the server is too much when claim blocks are relatively easily gathered up, and so the mechanic would be too easily exploited.

Thank you, SnuRRe. The district is the most used public area, so I'm glad that we won't have to deal with other players' phantoms there anymore. Glad it worked out this way, this solution/compromise should be able to make everyone happy
