I was just wondering, if a player is caught stealing items from another player's unprotected (or protected) chest and the items stolen are unable to be found or have been destroyed, are the items cheated (using commands or creative) back in to return to the player? Or are the stolen goods gone forever?

To my knowledge, staff can roll back the area meaning that any chests will have been restored to their un-stolen state

Ruling is correct. It will be rolled back and any "recovered" item from the theif's inventory is burned.
If the theif is online, they can just take it and hand it back to you though.
This is as far as i know.

You should be aware though, not all items can be rolled back. Enchanted books and enchanted equipment cannot be restored with rollback.
