Public Farm and Specific Rules Please

Well where do I begin. firstly I would like to bring up the topic of getting threatened for collecting some gold (at the same time as a fellow goer) at the Public Gold Farm. I was still at the farm but i went to the trading post to do the trades and went back to recollect drops and xp someone was there so I just let myself in. Before I discuss what followed I will bring up the incident (Simplex Civil War tbh) involving the gold farm a couple weeks back which had the same predicament as two server goers were collecting drops and xp from the farm at the same time. Person 1 (what we will refer to the person who was there first) flipped on Person 2 and cursed him out for budding in. It turned out there was no offense (according to the big boys at the top) as it was a pUbLiC (this is an important detail) farm but when the same event repeats itself only I am Person 2, Person 1 does flip but I am casually doing my stuffs while being on "thin ice" (like .02 thin ice, but like the type of ice you are close enough to shore so you can just swim to it). due to joining him in a pUbLiC farm. Anyways I just want to know what are the solid, in-the-book rules on the farm and I feel we should have specific rules. (so they can be loopholed 3;) I also recommend revising the powers of helpers and again the rules.
