Ghost blocks are client side, and wont be appearing in a random mine you've never been in.
There is no way of finding random ghost blocks if you haven't been mining or doing stuff in that exact spot.
Also, ghost blocks created from mining fast, do exist server side but not client side, not the other way around.

There is nothing for us to fix here.
