Lighting up the Shopping Districts

While working on my shop in the Sun District recently, a lag during chunk loading momentarily allowed me to see that there are various tunnels under the district that did not seem to be lit up. This led me to think that part of the lag in the shopping district may be due to mobs under the district itself that do not despawn often since there is a very constant player presence in the district.
I mentioned in the Shopping District discord channel that I thought it would be a good idea to light up under the shopping district as it may very well reduce lag in the district as will as on the server in general, creating a better play experience for everyone, especially those without the best computers. (For example until I got my new computer I almost couldn't enter Sun District without crashing my game) And while I know that mob presence isn't the main cause of lag (that title is taken by other entities such as item frames), it certainly wouldn't hurt.
In addition to this, I feel it would help any player made mob farms on the server as the mob cap is relatively low considering the amount of players we have and any mobs that stay spawned count towards this. Again this may not create a huge difference but every bit helps.
While discussing this on discord, Guerrrrrrrrrrrrrrrrrrrrrerrrrro (Raphael) pointed out that this would force any mobs that spawn in the district to spawn in the district itself, making it more dangerous since it is not lit well. We also discussed that it is included in the district guide that it is not spawn proofed as this wood be nearly impossible. My idea was then to have someone go through and hide lighting in inconspicuous locations (such as in the corners of plots or a center line going through the main circles) which would not completely resolve the problem, but would make a large impact on it.
I moved this discussion to the forum as it is a long-term project idea and would be more appropriately addressed in this type of media form.
