Eh I really enjoy other bases but I am always careful I am not jumping mindlessly of things. If u want to do what the title of this post says then u need /trust and that means people can grief ur entire base. I think you need to be more careful or use feather fall potions so u do not fall to your death. I hope this helped you.

Your post is a bit hard to follow - but I’m guessing you mean to suggest that the public should be able to use water buckets in other peoples claimed land? I can understand that water buckets can be helpful in moving around, but I think this could be abused by griefers very easily and severely.
Flooding someone’s base with water along with wiping torches or other blocks such as redstone on the ground could happen and cause a lot of damage if any player was able to use water buckets in claimed land. So I don’t think your suggestion is a good idea.
I’d suggest investing in an elytra and rockets, or utilizing the /trapped command to get around in other peoples claims if you find yourself stuck (or not snooping around in other peoples areas too much in general to avoid this).
