Yep, you got it in one guess. It's not uncommon for someone to forget to replant after they take crops at the public farm. However, it's quite uncommon for someone to actually break the farmland block and go off and leave it like that.

Please keep in mind that the farm is there for everyone. If you fail to replant, the person who comes next after you won't have crops to pick, but at least it's easy for someone to replant for you. If you actually break the farm, though, it's a little more effort. And again, you could fix it yourself... or you could leave it like that for someone else to deal with. That last choice isn't ok, and that's why you're in jail.

Having said that: the point of these jailings for failures at the farm is to remind you of the rules which are there to protect everyone. I think we've accomplished that, so I'll unjail you as soon as I log in. Please be more careful in the future, and don't leave any messes for someone else to clean up after you.
